George W Bush ratified the creation of a national board of
inquiry on the attacks of September 11 2001. This decision aims at reassuring the families
of the victims, more and more skeptics on the official version. Against their opinion,
George W Bush designated Henry Kissinger to chair these investigations. The personal
responsibility for the former Secretary of State in the planning of the attacks had
however been evoked as of September 19 2001, then by many medias in the world. George W
Bush created the surprise while ratifying,
Wednesday November 27 2002, the creation of a national commission of independent enquiry
on the attacks against the United States. The president, who had shown himself until
savagely opposed there to such
an investigation, ended up yielding to the pressures families of the victims of the
attacks. With large the dam of some republican senators, those expressed their distress
vis-a-vis the inconsistencies and with the gaps of the official version, particularly
after the reading of my book, The Big Lie (Appalling imposture).
Following long negociations, the Congress had given up
leading itself such an investigation and had authorized, within the framework of the
minibudget of information 2003 (Intelligence Authorization Act),
independent commission. It will be chaired and vice-chaired by two qualified personalities
indicated by the president of the United States, and will be made up moreover of eight
members of Parliament elected by the Congress at a rate of four resulting from the
republican Party, and of four other resulting from the democratic
Party.Not only the commission will have to establish the responsibilities in the attacks
and the deficiencies to prevent them, but at the conclusion of its work, it will be able
to also recommend reforms of the administration and guidelines policy. No independent
commission had enjoyed the same prerogatives, particularly as regards access to
confidential sources, since the Commission on the attack of Pearl Harbor and Commissio! N
Warren charged to make the light on the assassination of president Kennedy.
Associations of families of victims deployed intense a
lobbying so that the presidency and the vice-presidency of the commission fall to
personalities worthy of confidence. They hoped that George W Bush would appoint the former
republican senator of New Hampshire Warren B Rudman, assity of the democratic
representative of Indiana, Tim Roemer. With their great surprise, it is ultimately Doctor
Henry Kissinger, 79 years, assisted former leader of the senatorial majority, the democrat
of Maine George J Mitchell, which were selected.
A Master of the shade
Former Secretary of State and former national adviser of
safety, Henry Kissinger without any doubt has competences necessary for such a mission.
However, its nomination discredits this commission definitively: Contrary to the
uses in force in the Anglo-Saxon States, Henry Kissinger will cumulate his functions of
president of the national Commission of enquiry with those of chairman of the cabinet
Kissinger Associates, which advises about thirty multinationals, while being an
administrator of several of them. These office pluralities can cause conflict many of
interests, particularly when are evoked raw material exploitation or waterway transport
companies.
In addition, although Nobel Prize of peace (1973),
Henry Kissinger is responsible for many violations of the humans right, of crime and war
crimes, against humanity. It decided intense bombardments of civil populations in Laos and
Cambodge ; it supervised coups d'etat in Latin America, in particular the inversion
of president Allende in Chili ; it supported political attempted murders, like that
of Mgr Makarios in Chypre ; it encouraged with the génocide with the Eastern one,
etc. [1 ] Doctor Kissinger refuses to go to Spain and in France or judges Baltazar
Garzon and Roger the Loire wish to question it on its responsibilities in the « Plan
Condor ». And the White House recently confirmed that the United States refused to
ratify the Convention of Rome establishing the international penal Court foot-note! mment
to prevent that Doctor Kissinger is not translated
in front of it.
As Steven Aftergood underlines it, person in charge of the
program on the secrecy of State to the Federation of the American scientists, « c'
is a suspect, not an investigator. It is one of those which obstinately resisted the
communication of official information to the Congress, the courts, the researchers and the
autres ». It is thus
highly improbable that Henry Kissinger will force the least administration to communicate
documents at his commission, of fear of creating a precedent which would not fail to be
returned against him.
Judge and left
Especially, one cannot evacuate of a reverse of hand the
assumption that Henry Kissinger is personally implied in the organization of the attacks
of September 11 2001 at the sides of the falcons of the Pentagon. It is a question which I
put on the site of the Voltaire Network as of September 19. It is precisely because I
had considered this assumption that the diplomatic World believed to be able to challenge
my investigation with the reason que : « Loin to be republican line Pygmalion,
M. Kissinger is hated by it since it activated the dynamics of
« détente » with the block communiste ». If the historical opposition
between Kissinger and the falcons on the relaxation are established, it is contestable to
conclude a final hatred from it. Announcing the Doctor Kissinger nomination to the
presidency of the national commission of enquiry, the press states-unienne reveals today
the old bonds and perma! nents that the old man maintains in secrecy since always with his
trustworthy Donald Rumsfeld and Dick Cheney.
For memory, I will recall that, September 11 2001, Henry
Kissinger was the first personality to recommend the instrumentalisation of the attacks,
over a long duration, to extend the domination of the United States. It advised to attack
Afghanistan, that Taliban are or not implied in the attacks, then after their fall, it
advised to attack Iraq, under some pretext that it is. Whereas the ruins of World Trade
Center were still smoking, and a few minutes hardly after George W Bush had made its
address radiotelevized since the White House, Washington Post published on its site
internet an opinion column of the former national adviser of safety. It y wrote :
« The government should be seen entrusting the mission of bringing a systematic
answer which will succeed, one hopes for it, with the same result as that which followed
the attack of Pearl Harbor - of! struction of the system responsible for this attack. This
system is a network of terrorist organizations which shelter in the capitals of certain
countries. In considerable cases, we do not penalize these countries for the fact of
sheltering these organisations ; in other cases we maintain even the almost normal
relations with these
countries (... We do not know yet if Oussama Ben Laden is the author of these actions,
although they carry the attributes of an operation of the type Ben Laden. It does not
remain about it less than any government which shelters groups able to make this kind of
attacks, even if these groups did not take part in the attacks of today, will have to pay
an exorbitant price for that. We must bring our answer calmly, in considered manner and
unrelentingly. » It is same Henry Kissinger who analyzed the fall of Taliban in
Washington Post of February 13 and then recommended to pass to the attack of Iraq!
Although having eighteen months to return its
report/ratio, the national commission of enquiry could conclude quickly, as well as George
W Bush wished, so as to make profit the United States from its recommendations. Whatever
the time of which it lays out, it is not very probable that the Kissinger Commission can
inquire into the responsibilities for its president in the planning of the attacks.
Moreover, it will not have to make it since its principal conclusion was already revealed
by George W Bush whereas its members all are not still named : the culprits are the
Al Qaïda men which the United States is cutting down one by one, it declared before
signing the decree of appointment of the Committee.
