The representatives of the principal oil-producing countries and the eminent
personalities of the market met, for a one day seminar in camera, November 20 2002 in
Geneva. Convened by the economic Commission of the United Nations for Europe, this learned
assembly called « Round Table one the Security of Energy Supply » examined the
various approaches of the security of the energy supply of the world markets in the
context of possible conflict of Iraq and coup d'etat of Saudi Arabia. At the conclusion
of work, the participants gave a conference press to the journalists of the international
press. Were present the vénézuélien Alvaro Siva Calderon, secretary-general of OPEC,
Viktor Bryanskih de Gazprom, Torgul Baguirov, vice-president of Lukoil, Ged
Davis, vice-president of Shell, like Cristobal Burgos Alonso, sub-manager of the
security of the energy supply at the energy Commission of the UE.
Two personalities states-uniennes implied in the war of Afghanistan were also
présentes : Robert MFARLANE, former adviser of the national safety of president
Ronald Reagan, represented in Geneva the discrete firm new-yorkaise Energy and
Communication Solutions, of which it is the PDG ; and Benjamin Zycher, analyst for
the économico-soldiers questions in Rand Corporation. M. Zycher was the
collaborator of Zalmay Khalizad (current US representative in Afghanistan), and M. Mc
Farlane, in addition to being known for its implication in the traffics of weapons in
favours of Countered of Nicaragua, was the partner of Abdul Haq.
Opposed to the policy of deregulation of the market that the European Union and the
United States defend, the secretary-general of OPEC declared that the Member States of its
organization have the means of guaranteeing to the provisioning of oil, with short and
long-term, in the world. It rejected the irresponsible epithet of « cartel oil
» that the United States tries to stick to its organization. M. Silva Calderon
was pleased with the good agreement with the other producer countries non-members of OPEC.
In conclusion, it pled for a policy of régulation : « let us be worried when
the price of the barrel is too low, but also as it is too high. We want that it is
maintained in a fork varying from 22 to 28 dollars ». « Disturbances of the
supply oil will not be the fact of the producers, but of the conveyors », it
specified us.
Should it be understood that the disturbances of provisioning would not be the unhappy
consequences of political events, but of the manuvres aiming at their
justification ?
