The raison
d'être of NATO remains dubious whereas it has just opened to new members. In
International Herald Platform, its secretary-general, Lord Robertson, propose to make it
useful while implying it in the occupation of Iraq. This evolution was prepared of long
date : the purpose of Alliance is not any more to defend its members vis-a-vis in
Russia with which it maintains from now on a partnership. Its theatre of operation is not
limited any more so that it can transform into task force back-up troop of the United
States.
This new mission will discharge Washington from its obligations of maintenance of peace
and will authorize a reorganization of the armies states-unienne on its objectives of
political replanning of the world. It is in this context that Frank J Gaffney pleads in
Washington Times (below) for the adoption of Defense Transformation Act. This reform,

flexibility in managements of career. It is also important that the soldiers states-uniens
can involve themselves under the conditions of combat, which is increasingly difficult,
considering the environmental restrictions. The Congress has the duty to accept Defense
