The institutions of UNO have fundamental role to maintain
peace and international safety.
Under the terms of the Charter of UNO, the Security Council has the responsibility to act
in the name of the Member States to ensure the maintenance of peace and international
safety.
The institutions and the mission of UNO today are seriously threatened by the decision of
several Member States - to be unaware of the report/ratio of the mission of inspection
elected by the Security Council to ensure the application of resolution 1441 - to engage a
war on the Iraqi territory without to have obtained the agreement of the Security Council.
We, citizens of country whose governments recognized the institutions and the mission of
UNO, ask all the Member States to use the capacities that the Charter confer to them to
restore the authority of UNO and the direction of its mission, and in particular to ask
the emergency convocation of an extraordinary general meeting, according to methods'
envisaged by the Charter and resolution 377 of November 3, 1950, known under the name of
"Uniting for Peace ".
We ask for all the Member States UNO, since would have been joined together an
extraordinary general meeting, to restore the conditions of an application of resolution
1441 and for this reason to order the
withdrawal of the Iraqi territory of the foreign military forces not elected by UNO,
condition necessary to the continuation of the inspections.
