Whereas the revelations multiply on the practice of torture by the armed
forces states united, Washington Post publishes an opinion column of Holly Burkhalter. It
poses the question there: and if the war with the terrorism of George W Bush were in
fact only one war against the international standards of defense of the Rights of the
Man ? Japan Times publishes, as for him, an article of Cesar Chelala on the project
of « transfert » of the Palestinians publicly evoked by the chief of staff
Israeli and approved by Ariel Sharon.
With the pacifist Israelis, it poses the question : and if the war in Iraq were also
a diversion to off-set the Palestinians and to call into question the laws of the
war ? At all events, the basic question is already distinct louse! R Robert Kagan. In
Gulf News, it stresses that the opposition of the liberals to the preventive war
will not hold longtemps : themselves had considered in the past this revision of the
international law.Holly Burkhalter is a director for the states united policy of
association Physicians for Human Rights. It worked before with the sub-commission with the
Foreign Affairs on the questions of the Humans right and of the international
organizations of the Room of the representatives states-unienne (1981-1983).
The last reports proving that the services of information and states united police
force use torture on the Talibans prisoners and of Al Qaïda show, once more, the
intolerable fate of the prisoners of war to
terrorism. Many is imprisoned without charge, without right to defend oneself and some
were assassinated. These practices must cease at all costs.
Certain leaders justified these practices, which violate the international treaties, by
calling upon the need for obtaining vital information against the terrorist networks, but
they should know that information thus collected is seldom reliable.
We are at a point where we could start to ask to us whether the war with the terrorism of
Bush is not also a war with the international regulations as regards defense of the Humans
right. This situation has dramatically affected the prestige of the United States and
makes increase the anti-Americanism everywhere in the world. Moreover, in the next
conflicts in which the United States will be implied, one can unfortunately expect that
the soldiers captured states united are treated in the same way.
Doctor Cesar Chelala is consulting as regards international public health. He is
Co-prize winner of the price of Overseas Press Club of America for an article on the
Humans right.
The war in Iraq could have disastrous consequences for the Iraqis as for the
Palestinians. Indeed, certain Israeli persons in charge wish to organize the
« transfert » this population out of the occupied territories, thus
committing a new war crime. Last 30 August, in the newspaper Ha'aretz, the chief of
Israeli staff, Moshe Ya' alon, described the Palestinians like « a cancer metastasis
», the military occupation of the Palestinian territories like a
« chimiotherapy » and implied that a more radical treatment could be employed
soon.
This declaration was approved by Ariel Sharon.
The idea of the « transfert » is not new and is based on the belief that
Israel cannot be really a viable Jewish State as long as Arab inhabitants reside on his
ground. Since 1989, Benjamin Netanyahu had regretted, at the time of a conference, that
Israel did not benefit from the moment when the international attention was concentrated
on repression in China to expel the Palestinians massively.
According to Uri Avnery, president de Gush Shalom, an important Israeli pacifist group,
Ariel Sharon presses the United States to attack Iraq in order to be able to carry out his
old plan of expulsion of the Palestinians out of the country. The consequences of such an
act would be incalculable for the area and it is urgent that the Jews of the whole world
face to hear their voice so that that does not occur.
