| While causing unilaterally and brutally the end of the diplomatic process
relating to disarmament of Iraq, George Walker Bush takes a serious responsability with
the glance for the History. The mobilization of the public opinions made move back the war
for seven months. It strongly weighed on the United Nations and its Security Council like
could note it the delegation of the Movement of Peace in New York these days last. The
people relayed by the United Nations said their refusal of this war. Despite everything
the political and economic pressures conceivable, the Linked States, the United Kingdom
and Spain did not manage to convince the members of the Security Council of the U.N.O..
Deciding
only war, they are placed out the international law.
It is a very serious attitude which cannot satisfy anybody.
In fact the U.N.O. is in question. The
United Nations allowed in some month to effectively take again a process of disarmament
stopped in 1998 following the American pressures.
The U.N.O. is become again a place of debates and exchanges. While air-tight, by
supporting the political and peaceful resolution of the crisis, by turning into to
specific and realistic proposals the members of the Security Council the virtues of the
multilateralism showed.
There are worse deaf persons only those which do not want to hear. Bush, Blair and
Aznar form part of these.
One cannot however resign oneself to the war. All the reasons which
led the Movement of Peace to begin to prevent the war against Iraq are always there. The
international community has the responsibility to protect the civil populations like that
to prevent or adopt an illegal, illegitimate and unjust war. The United Nations are only
agents of legitimated international. They must continue to play a central part in the
payment of the current crisis. Therefore the Movement of Peace requires urgently of the
President of the French Republic which it
intervenes within the framework of UNO to ask the
maintenance of the inspectors in disarmament in Iraq, only average current
to save time so that is still possible a political and peaceful exit.
The General Assembly must - according to procedure 377 called " Union for Peace
" - be joined together urgently to condemn an aggression américano-hispano-British.
Thus it will be clearly established that
this unilateral attack is an aggression against a state. Those which take
in front of the history the responsability for a war will be liable to be accused of crime and war crimes against humanity according to
conventions' to Geneva. We ask the president of the Republic to support
this process.
In any event, France must refuse any use or availability of public or private
means related on France and the French territory included there within the framework of
commercial activities of companies established in France. The French government must on
this point respect the will of the French people by refusing the availability of French
ports and of the airspace to the buildings and military planes American and British.
The Movement of Peace invites the whole of French to continue their popular expression of
the refusal of the war, to address of Emails and the faxes to the American, British and
Spanish embassies. In the event of attack, it invites to gather in front of all the
consular buildings and all the town halls with 18h30.
Following saturdays of the demonstrations will be organized in all the large cities.
The war is not a play. The part is not finished.
