International Appeal for a French Veto at the Security
Council of the United Nations To the President of the French Republic:
Mr. President, According to the rules of the United Nations, each permanent member,
i.e. China, the United States, France, Great Britain and Russia, has the sovereign power
to block any Security Council resolution. Enormous pressure is being exerted on leaders,
on States and on public opinion, to start a war against Iraq with unfathomable
consequences. Public opinion in your country, as in many other countries, is opposed to
this war. Because France has means of action that other countries in Europe and in the
rest of the world do not have and that it is thus in charge of a responsibility of
historical import, we ask of you: In virtue of the power given you by the
constitution of your country and of the power bequeathed you by the rules of the United
Nations; To demand that any war declaration made against Iraq be put to the vote at the
Security Council; To use France's right of veto to block any resolution that would allow
the start of a war against Iraq

Monsieur le Président, En vertu des règles de l'Onu, la Chine, les États-Unis, la
France, la Grande-Bretagne et la Russie disposent chacun du pouvoir souverain de bloquer
toute résolution du Conseil de Sécurité. Des pressions considérables s'exercent sur
les dirigeants, les États et les opinions publiques pour pousser au déclenchement d'une
guerre aux conséquences vertigineuses. L'opinion publique de votre pays, comme de
beaucoup d'autres, est opposée à cette guerre. Parce que la France dispose de moyens
d'action dont d'autres pays en Europe et dans le monde ne disposent pas et qu'elle se
retrouve en charge d'une responsabilité historique décisive, nous vous demandons : En

CONSEJO DE SEGURIDAD DE LAS NACIONES UNIDAS . Al Presidente de la República Francesa:
Señor Presidente, En virtud de las normas de la ONU, China, Estados Unidos, Francia,
Gran Bretaña y Rusia disponen cada uno del poder soberano de bloquear cualquier
resolución del Consejo de Seguridad. Se están ejerciendo considerables presiones sobre
los dirigentes, los Estados y las opiniones públicas para apoyar el desencadenamiento de
una guerra de consecuencias imprevisibles. La opinión pública de su país, como la
acción de los que otros países de Europa y del mundo no disponen, y se halla frente a
una responsabilidad histórica decisiva, le pedimos: En virtud de los poderes que le
otorga la Constitución de su país y de los que las normas de la ONU le otorgan a
Francia, -que exija que cualquier declaración de guerra contra Irak sea objeto de una
votación en el Consejo de Seguridad; -que oponga el veto de Francia a cualquier
resolución que autorice el desencadenamiento de una guerra contra Irak.

Signor Presidente, In virtù delle regole dell?ONU, la Cina, gli Stati Uniti, la
Francia, La Gran Bretagna et la Russia dispongono ciascuno del potere sovrano di bloccare
tutte le risoluzioni del Consiglio di Securità. Delle pressioni considerevoli si
esercitano sui dirigenti delli Stati e le opinioni pubbliche per spingere all?inizio di
una guerra alle conseguenze vertiginose. L?opinione pubblica del suo paese, come di molti
altri, è oposta alla guerra. Poiche la Francia dispone di mezzi d?azione dei quali altri
paesi non dispongono e che si ritrova incaricata d'una responsabilità storica decisiva,
le chiediamo, in virtù dei poteri che le dà la costituzione del suo paese e di coloro
che le regole dell?ONU danno alla Francia : - d?esigere che tutte le dichiarazioni di
guerra all?Irak siano materia d'un voto al Consiglio di Securità ; di porre il veto
della Francia a tutte le risoluzioni autorizzando l?inizio d?una guerra contro l?Irak.
