underpriviledged districts of New York, Bronx. You then built yourselves a remarkable
life, of courage and reason. Your studies were brilliant. You then launched out in the
military
career and you climbed all the levels, one by one, to become, supreme dedication, the
chief of staff of all the American armed forces. You thus made the demonstration, with
your nation and the whole world, that the American dream existed indeed for those which
really wanted it. For that, Sir, you deserve our admiration and our respect.
You fought in Vietnam. Your rise in the military hierarchy was not thus done without you
not learning what is the war. You saw dying some of your companions of combat; you also
know that to make the war, it is to kill. It is undoubtedly this experiment which you have
of the war, therefore death which one gives and which one receives, combined with your
intelligence of balanced and judicious man, who often led you to preach reserve vis-a-vis
the sabre-rattlers. For that also, Sir, you deserve our respect. You left the army in the
middle of the Nineties. You then had to take up a duty that no one could never have
imagined an about sixty years before for this kid of Bronx: you became the owner of the
foreign policy of the most powerful nation in the world. You had, at the moment when you
accepted this load, being fully conscious of the immense responsibilities and the
complexity of the tasks which awaited you, but also, and especially, that you combine
surrounded being, in the administration Bush, characters, including the president himself,
who shared necessarily your experiment of the life (and of the war), neither your common
sense - nor, for the very clear statement, your intelligence.
However, it is precisely for this reason that the American people and the world applauded
your nomination: you combine being the moderating element of a government of which each
one felt well, upon the departure, that the reserve and the respect of the opinion of the
others, to the United States and in the rest of the world, were not going to be the
principal virtues. You were coherent in your behavior. Under your control, the State
Department often applied a brake at the brutal initiatives of your colleagues, in
particular with regard to Iraq. Of course, like them, and as the rest of the world
besides, you estimated that Saddam Hussein is one of the worst dictators than the history
knew, than it was necessary to disarm it or, in any event, to prevent it from harming. But
during very a long time, you arrived, and it is with your honor, to apply a brake at
warlike inclinations of the falcons which surround you. Soldier that you were all your
life, and that can appear paradoxical, you do not seem to resign you to admit that to
leave in war without same to have tried to put in œuvre other solutions was the best
way of solving a difficulty. You even succeeded, and it was an exploit, to
convince your president who it would be wise to take the opinion of the international
community and not to leave in war without to have obtained the downstream of the United

agreement of an institution for which he had the greatest contempt, he was going to be
able to launch out in a war of which it was the only one to estimate that it was right.

It is you who brought your

know it without too much care, and your nervousness at its last meeting indeed showed that
you were conscious of the trap into which you had fallen. You are badly taken in
Washington, where one will not listen to any more your councils. The world does not
believe any more in you, for you fell into the same ones through as Rumsfeld and consorts.
It would remain you to resign and the world would renew you then the respect which it
still had for you there is little. This gesture would restore a share of confidence that
Europe and most of the world always placed in your nation.· »
